I am totally happy with my Fusion Drive, I still have over 200gb of free space and for most purposes it's as fast as a full SSD because the system intelligently moves all the OS resources and your most frequently-accessed apps and files to the SSD portion of the logical volume, plus it keeps 4gb of the SSD portion of the Fusion Drive in reserve to use as a write buffer. Getting at the drive bay isn't that big a deal but I don't see the point in bothering, external SSDs work great. Don't worry what HDD or SSD or whatever is inside, you can purchase any external SSD you want and can afford and run it through USB 3.0 or Thunderbolt-1 (USB 3.0 is good enough, TB-1 is faster but you're not likely to really notice that much of a difference in practical use) either for extra space or as your boot volume. Don't worry about how much RAM the machine has when you buy it, the RAM is very inexpensive and the machine's RAM slots are right under the bottom hatch. Do try to get one with an i7 processor, though – although whether the 2.3GHz or the 2.6GHz doesn't matter much – as the quad-core processor with hyper-threading is a huge improvement over the i5 which is dual-core without hyper-threading. If you end up wanting to develop or work or play on a Mac later you can always pick up something more recent and with specs more suitable for whatever it is you're doing at the time. Unless you are a gamer or want to do 5k video editing, the 2012 Mini with an i7 is fine and since this is your first foray into Mac-world don't worry if it's not going to be supported with new OS updates 5 years from now.
I'm writing this message on that machine. I don't play recently-released graphically-intense games but it's great for everything else including older/simpler games, photo and video editing, and all the writing and reading/web browsing I do on it. I think I paid $1300 for my Mini in 2012 which is a lot less than the max I've ever paid for a Mac, new or even used, but the 7.5 years I've owned it so far is already longer than I've kept any other Mac I've owned for home or business in active service. It's running Catalina perfectly, the only thing I don't like about Catalina (in general, not specific to Catalina on my Mini) is that Apple dropped support for 32-bit apps – not that big a deal, I keep a small external SSD with Mojave and boot to that when I want to run an old 32-bit app. It's got the 2.6GHz i7 quad-core processor, a 1.12tb Fusion Drive (a 1tb 5400rpm HDD and a 128gb SSD which are treated as a single volume), and 16gb of RAM. I have a late-2012 Mac Mini which I bought late in 2012 and is still my main "at-home" Mac. There's no way I'd buy an 2012 i5, and I'd avoid Catalina at all costs on a 2012 Mini. I replaunits in my company with 2018 units, my personal unit has been bulletproof, still running Mojave - it'll be sold in the next few months. Regarding Apple's macOS support? 6-18 months for the 2012, long gone for hardware.

For Boot Camp, Intel has supported the iGPU in the Mini much better than Apple over the years - the drivers from Intel for the iGPU were updated just a few months ago. Parallels is focused on Metal right now, the 2012 will be cut off in a year or two from improvements in Metal. Regarding Windows? Parallels - just don't. More money spent on a 2012 unit that could go toward buying a 2018 unit. You'd need to max out the RAM just to get decent video performance - the RAM resources are shared with the iGPU. You'll be reading for a bit, grab a beer first. The 2012 unit review were littered with complaints about failed components, bolstered by Apple employees offering that there were plenty of "backroom" parts in this EOLed Mac - google for yourself along the lines of this and "Mac mini slow drive". No, the 2012 units are not worth it - this coming from an owner of one on my desk. The 2012's mobile CPU is a dog when compared to the desktop CPUs in the 2018. I respect your budget, I wouldn't buy my Mini at your budget when I know I could find a newer i3 unit that performs much better.
